Hi, i have a concern as my fiance got his PR in April'19 and we are planning for our marriage in oct'19 henceforth does he need to land first to get his COPR and when should he add me to the file?
First of all, you would require C-opr to land in Canada as an immigrant, C-opr is as a single entry visa for an Immigrant to land in Canada... Check in your status as an Immigrant to Canada Under C-opr
In case of adding you it can be done either after he lands you would have to apply for dependent visa after he lands there... or you would have Redo the whole Express Entry process as an married applicant and get your ITA Again.

And one of the Ten Commandments in Immigration
“ Thou shalt not land as single when you are actually married “
If you do that , you can never sponsor the person , then you’ll have a whole lot of problems on your hands
