In CRS charts it says "CLB 9 or more in all abilities" will get so and so points. If CLB 9 means 7 in all & 8 in listening, what does CLB 9 in all abilities mean??

Oh that would be great. I gave IELTS last year & got R/W/L/S as 9/7.5/8/6.5. only if I had 7 in speaking, I would have secured CLB 9.

It is entirely in your hands. It depends on your previous English level and your determination, hard work and optimism.Moreover, if you get proper guidance you will definitely get your desired score.
I have got following scores in IELTS
Overall band: 8
Listening: 8.5
Reading: 9
Speaking: 7.5
Writing: 6.5
