How can my spouse apply to work in Canada while immigration is processing - we are in US right now?

Sponsoring my spouse from US, where we both are living. I heard we can apply for him to work in Canada while the papers are processing. If so, can you please tell me how to do this?

You cannot do this with outland sponsorship.

To qualify for an open work permit, you would need to sponsor him inland. This requires both of you to be in Canada when the application is submitted and then remain in Canada while the application is processed. The open work permit would be granted approximately four months aftert the full application package is recieved.
