How can be sure DBA assess as a Phd

Hello
DBA in some description is translated to Doctorate but maybe not exact meaning of what students have been studied during 3-4 years in university.
but it(DBA certificate) matches with almost syllables , compare to the what students are studying in university.
My query is :
how possible if someone obtain DBA certificate (400 hours) either 1 year or 2 years program with transcript
i'm not mean post graduation certificate or Diploma or equally just Phd Level
it assess as a Phd(Doctorate Level i mean) even through a WES or other Canadian assess agencies ?

for example can be given a thesis ?writing a book ? or what approaches can be applied for gaining Phd from WES side?

Your question is extremely difficult to understand.

A DBA certificate is most likely a Database Administrator Certificate. It has nothing to do with studies at a PhD level. A certificate is a very low level of education compared to a PhD.

I understand what a DBA is. But when you add the word "certificate" to it, this usually indicates a lower level of education. This is why I was confused. A certificate is a lower level of education than a Bachelor degree. If you had just said "DBA", that would have made far more sense.

Why don't you send your transcript to WES and see what they say. No one here can tell you yes or no.

because DBA does not 3-4 years program like university Doctorate level and not focus on one criteria consequently might not evaluated as a Phd
i asked for one of my freind

this not for me , but also for one of the my compassionate friend
and there is one fact that is while applicant SEND then Can not do anything till will receive assessment result,mostly i prefer to see ideas around how can be certain
