Well, the warmest place, yeah sort of, depends on your definition of cold. As to the lowest cost of living, that is downright wrong. It is the opposite, welcome to the most expensive city in Canada, compared to your income. $10.45 min wage, average housing cost to buy, over 1'000'000'.00. Go figure.
