Step 2. Visa Office processing time 9 months.
So for step 2 do I start counting from Feb 25, 2013 (When application received)? ...or do I start counting 9 months from an email dated April 22nd?
Email...."This confirms that your application for permanent residence in Canada has been received by Citizenship and Immigration Canada (CIC) on 2013/04/22."
Here are the results when I checked Online Self Serve:
1.We received your application for permanent residence on February 25, 2013.
2.We started processing your application on July 4, 2013.
That means, from July 4, 2013 + 9 months = April 2014. Expect your results in April 2014. Although it is a bit disturbing that it took them 5 months to even begin start processing your file.
I checked the outlanders applications for February, a few of them are already getting their PR. Its just strange.... I submitted the criminal record check in early June. I wonder if that delays processing. ..

April 8 was when CPC-M is going to send your file to Hong Kong. It doesn't mean the HK VO will get everything and start processing. So the 9 months should start to count from July 4 like the previous post said.
This is wrong. The posted processing times are from when a visa office receives an application, NOT from when they actually start working on it. Time spent where the application is sitting in a pile waiting for someone to work on it, counts as part of the overall posted times.
So if he got sponsor approval and file transfer April 8, then it's sometime around then that you should start counting.
