I have a potential candidate that is in Canada on a Visitor's Visa from the Philippines. Is it possible to sponsor her through the LIC program and get an LMO for her even tho she is only visiting? If so, will her application processing time be faster than hiring someone from another country in general?
 
Her application will be processed through the Philippines. So no - it won't be faster.
