High school to College

Hello,
my sister got conditional letter of acceptance from college, it is because she hasnt graduated from high school yet. They only issue the unconditional one once they got the final grades. Can we apply for study permit with conditional letter?

With the conditional letter, it is better for her to graduate first, then apply. If it were to complete a certain course like English or French in Canada, she could apply for a study permit.
