Hi,
my husband is a qualified and experienced truck driver (HGV), but does not have a high school diploma.
Is it still possible to obtain a working visa as a skilled worker with a view of permanent residency?

Generally speaking, it's difficult to obtain PR through a truck driver job.
Truck Driver is a NOC C occupation - meaning it's not classified as a skilled occupation and therefore not eligible for PR through FSW/Express Entry, CEC and any of the provincial streams requiring a skilled occupation.
