Could you please help with advise : if someone has to be Hepatitis B positive but not active and he is very healthy and his PCR percentage is very low .. is he will be inadmissible for Work permit and PR and other immigration services?

Yes this may be a problem with CIC as it is considered a communicable disease.
Check the jurisprudence.
