I am 26 years old currently living in The Netherlands. I have a PR card and planning to move back to Canada.
My parents are 58 and 60 years old. They have renounced their PR status since they did not meet the requirements to get back into Canada ( currently living in Holland). since they renounced their status they ended up getting an ETA to return to Canada (this year). While visiting Canada they have bought some land in the hope of one day returning to Canada as PR residents. What is the best approach to have my parents legally return back to Canada and once again obtain PR status?
They would have to apply to immigrate on their own through one of the immigration streams. Given their age, that’s unlikely to work out favourably. The only other choice would be for you to sponsor them under PGP after you return to Canada and have sufficient Canadian income to meet LICO for sponsorship (3 years income) and hope you are drawn for sponsorship. You would also need to meet the RO (730 days in Canada in the past 5 years).

Agreed with the comments above. There is no way to "restore" their previous PR status - they will need to apply for PR from scratch. Also agree that applying on their own through an economic stream will be very difficult based on their ages (most systems are points-based and those with the most points are selected - unfortunately they will lose a significant number of points due to their age). If they have significant assets (i.e. several million dollars) and are prepared to invest a significant amount of money into starting a business in Canada - that might be an option (or might not).
Path with the highest chance of success is for you to sponsor them. However as explained above, you have to return to Canada and live & work here for three years (and meet minimum income requirements) before you'll qualify to enter the lottery and hope to be selected.
Buying land in Canada gives them no advantages in this regard.
Speaking of which, do you meet the RO criteria? A valid PR card does say nothing about it.
Buying a land will not give you any rights to live in the country.
If they want to retire, then it is much better idea to choose a different country (maybe Croatia would be a good option).
