I am a Canadian citizen, living in Canada with two of my children, who are also Canadians. My third child is 34 years old and married to a Canadian born man who lives in the Caribbean with her. He has not lived in Canada for 14 years. They are thinking of immigrating. Is there any way I can assist by sponsoring her possibly?
Is your third child not a Canadian citizen? If she's your biological child, she should have Canadian citizenship through descent though it may need to be applied for.
If she's not your child, I don't know enough about children by marriage and citizenship to speak to it. Her husband could apply for sponsorship for her as an outland application, though they'd need solid proof of an intention to move back to Canada.

outland sponsorship is sponsoring someone who is living outside of Canada
As for proof - they will need to have a clear and concrete plan of how they will move and settle in Canada. And that plan needs to be back up by some evidence. Having a job offer in Canada in hand is excellent proof but not always an option. But proof that the husband has applied to jobs in Canada, is looking or has signed a lease to rent an apartment in Canada, etc.
