I failed 1 subject and that subject is a pre requisite for other course for my 2nd semester and is not offered until fall 2019 to resit , I was allowed to move on to 2nd semester as part time , will this affect my pgwp in the future

Yes - this may impact your PGWP. You are supposed to be a full time student for the entire duration of your studies. You can only be part time in your last semester. You should take additional courses (even if you don't need them) to make sure you remain full time.
