It's surprising you couldn't find universities offering this course. Anyway these are the universities i researched --
1.Mc Masters
2.Mc Gill
3.Simon Fraser
4.UBC
5.U of Waterloo(gives funding to the admitted students but is required of the applicant to contact the prof)
4.U of Calgary(gives funding to the admitted students but no of applicants is huge: I have got admission in this Univ)
5.U of Alberta
These are some of the good univs for Elec Engg. Research for your topic of interest.
You could google the list of U15 Member Univs in Canada. Supposed to be the most research intensive!
@aparna
Simar said this about not finding: i was not able to find any course in electronics and communication engineering....
But Simar said this that was found: i found out that all the university in Canada have masters in electrical and computer
So Simar is confused whether both are same or not
