You must take IELTS Test.
One more option is written submission if you are from English speaking country.
I advice you to take IELTS only, not to go for written submission
you must have to go for IELTS.

It is not mandatory to take IELTS but it is strongly recommended unless English is your first language. Anybody can still decide to go for a written submission but you do so at your own risk because if the immigration officer is not convinced of your English skills, they can give you 0 points. However, if you already have enough points without IELTS, that should not be a problem for you.

Yeah, correct.
It is better to remove the subjectivity from the review process. If you take IELTS, at least you will know how many points you can claim even before you submit your papers.
