Hey guys,

Can I fill the express entry form before having my education diplomas assessed by ICAS or WES ? like do they ask you to upload the diplomas' assessment when filling the express entry form?

No, you can't. You need to have the ECA to create a profile.

WES is the best i believe. It takes 2-3 weeks since they receive your documentation (check in their website what you need, depends on your country)
