a friend of mine from TOGO (west africa) living in TOGO just got Quebec selection certificate and applyed for resident permanent visa and it turns out to be that he sent the package at the wrong address (because he just got it bact today).

he sent the package at this address:
HAUT COMMISSARIAT DU CANADA
SECTION DE L'IMMIGRATION
C.P. 1639
ACCRA- GHANA

Is anyone outhere who can provide us with the right one???

the letter include in the returning package says to send it to sidney, canada which is weird

That is odd because even the guidelines in cic.gc.ca has the same address:
