My cousin just finished his residency, and wants emigrate/specialize in canada, what type of application should he apply for? And is there something specific for physicians?

There's nothing specific for physicians. He will need to have a year of full time and continuous work experience to qualify to apply and also meet other program requirements. Have him research the Express Entry program. He should note that he will not be able to work as a doctor in Canada without going through an extensive recertification process. He should research this before making the decision to come here.
