I applied under CEC and the package was received on 29th May 2014. 2 days ago my credit card was charged for 1100 CAD. does this mean the application is accepted, what will be the next steps and does this mean its a positive sign? any advice / help would be really appreciated. thanks

Yes, that means your application has been accepted and you should be getting your AOR soon. After getting your AOR, there will be a long wait before yoor ECAS changes to In Process. Then things tend to move faster. Credit card charge just means that all your documents are in place. Has no bearing on your approval.
that means , You will receive AOR with your File Number . All the mandatory Documents required for Application are OK , rest if needed CIC will request additional docs.

There is also a spreadsheet where other applicants like yourself have provided details such as country of origin, date application was received at CIO, if CC was charged or DD was encashed, etc.
I just wanted to add to what others have stated above that after your application has been found complete, processing fees are recovered from you and they proceed to check if your application is eligible for processing as per the latest Ministerial Instructions. If you have not applied in one of the 6 ineligible occupations and considering no occupation cap has reached, you should be receiving your Acknowledgement of Receipt (with your file number and other important details) sometime in the following week.
