Help on Manitoba Express entry

hi there,
I have a question of do I have to apply at Federal Express entry if i want to apply for Manitoba Express Entry?

I used to study in Manitoba (Degree level)
I have a brother in law (wife's brother) who is living in Manitoba and he is a Canadian now
I am age 38
have a friend in Manitoba
My occupation is a senior sales manager and which is under the demanding jobs list and worker over 10 years

I counted my MPNP Skilled Worker Ranking Grid is 748/1000

May i know am i having a high chance to get LLA? also im not sure if i need to first apply to Federal Express if i intend to live in Manitoba

As I see, you could apply directly to MPNP, fill your EOI because you have a close relative or friend.
