Secondly, being a teacher in government sector university, having "Government Officer" written on my passport, can this be any problem at the visa office? I mean, would the visa officer require any N.O.C from my organization?

I wonder where in the passport is mentioned about the occupation. People can change occupation for any number of times, while passport remains same as long as it is not expired !!!
Anyways, just mention that you have been holding the government position, which is working in public sector. No one is going to ask you NOC (No Objection Certificate) from your organization, at this stage. Holding a government position is not a problem at all and you will have to remain truthful throughout.
