I mt a person here he is on student visa. He has passed just 6 Months.
And now I want to marry him. Is it possible that he can apply for SOWP with in the Canada based on my work permit.
I have 3 year work permit and NOC B level Permanent Job
I'll explain the situation.
I have graduated last Aug and got my 3 years PGWP in November. I am working full time, permanent job on NOC level A. My boyfriend came on Student Visa in last Sept.
Now we are thinking to get married.
So my question is once we get married, can he apply SOWP within the Canada as my husband based on my work permit.

Need more info. Are you married in Law? as in do you have a marriage Certificate?
I believe you need to be married before your Spouse can apply for a Visa connected to your Visa.
Search CIC for Spousal Info and/or FAQ on Study Visa.

Basically you have to be already married or probably get married in a Civil Sworn at the Marriage registry prior to applying for a Spouse connected to your application / Status but again this is not legal advice and I don't know much about your situation in one sentence posted.
I believe you can call the department and ask as well.
