I am on closed work permit and i have been working here from last 2 years(NOC: 2172). Because of some reason i couldnt be able to apply for PR under CEC now. i planned to apply next year. but now i heard CIC is going to reset CAP on CEC to 8k effective from May 1st. On Jan 1st Canada express immigration class will be started and CEC and FSW will be closed. Am i eligible to apply for PR under Canada express immigration. is there any way to apply for PR
There has been no announcement that CEC or FSW will close.
But we don't know how those programs will operate next year (if they do remain open), and the government does have a history of making changes to the programs with little warning. So ideally, if you are able to apply for CEC before the new 8,000 cap has been filled, do that.
You can apply under federal skilled worker - arranged employment program on May 01, 2014. If you have the required work experience for CEC, you can apply right away under CEC. Note that you can apply separately under both FSW and CEC.

I am not sure whether FSW or CEC will be completely closed or reformed , but it does say in the CIC website "These are the last FSWP, FSTP and CEC applications that will be accepted under the current system before Express Entry launches in January 2015."

There is not much details on the express system coming up next year however you still have time to go ahead and file your PR under CEC. Below link on the number of applications accepted says its only half way through on the cap.
