So, I sent my application 2 weeks ago and just realized today I forgot to answer the question "8. Are you paying someone to help you fill out this form?".

Should I resend a new application with the corrected mistake, including a cover letter justifying why I resent the application? Or can I fill out a webform to correct the mistake? If not, what should I do?

I know this is a tiny mistake, but I honestly don't want to delay my processing time 3 months longer.

I'd gladly accept any suggestions.

You can't send a webform for an application that doesn't exist yet.
And yes, failing to answer to a question means your application is probably going back. You'll save time by going ahead with a second package along with that explanation letter.
