Hi everyone. Submitted spousal plus OWP back in April of this year. Was only informed recently that they returned our package as we did not provide 2018 NOA. Frustrating part is we did provide an explanation with our application - we have not filed for taxes yet which is why we are unable to provide 2018 NOA and will be doing so afterwards to file as common-law partners. We provided sponsor’s NOA from previous years and supporting documents.
At this point, we have reached out to our MP in hopes of being placed back in the queue. MP’s office told us that we will have to try for reconsideration (pay for a new application and submit 2018 NOA) or resubmit a new application. They think that there isnt a chance for processing centre to put us back where we were in queue.
Does anyone have previous experience with returned applications or submitting reconsideration? Thank you in advance

I don't think they ever consider anyone for queue-jumping. I'm not sure I follow why you didn't just wait to send off your application until you'd filed your 2018 taxes? At least now you have a chance to review everything again before you send it off. But unfortunately there is no way to get bumped back to where you were.
