Help about LIve in caregiver

my husband as live in caregiver since Feb 2010, we both in canada, I am holding my own work permit, we married after he submitted his pr application, my husband submitted his pr application at march 2012, and AIP at December 2013 and cic asked about my information, the document sent about Jan 2014, and I received medical letter on March 4th 2014, cic received my medical result on March 18, 2014, i called cic to check my status, the officer told me even they already received my medical result, it still can take 39 months as the day my husband submitted his pr application, that gonna be June 2015, is really gonna take that long? we both inside canada, really need that long time, pls help, thanks, BTW, i am in vancouver bc, anyone has the same situation,pls share your time line, thanks
