Hello I got Correspondence letter before medical request what does that mean?

Hello,
I applied for study visa on 9th November and gave biometrics on 16th November after that on 13th December I got correspondence letter for biometrics before getting medical request what does that mean?
Is my application going to be refused?

Same thing, I was told because of purpose of visit, I applied for a student permit, I don't understand why.

From Algeria, I think it's because I didn't add any high school transcripts and nothing about my educational background, also because I applied for a 2 year college diploma and in Algeria I already studied for the same diploma and both are in the IT sector maybe they didn't understand why I would study for the same diploma again, I will re-apply and try to explain my study plan more and hopefully this time it works.

Are you going to re-apply again?
