I am a new member. I want to apply for Canadian citizenship with my family on April 01, 2015. But my Health Card will also be expired on April 01, 2015. My questions are;
1)- Can I apply with expired health card??
2)- Can I use expired health card as a piece of ID??

technically if application signature date is 1st April 2015 and your health card expiry date is 1st april 2015, then it is still valid.
You can use it as a piece of ID if the signature date is 1st april 2015 on the application.
But before making any decision and to be on safe side contact cic call centre to confirm the details at 1-888-242-2100
ID supposed to be valid ID. I will advice you to not to take risk with this and get your health card renew. Just goto Service Canada and they will renew it right away and will give you a confirmation paper, although you will get a physical card after 3 weeks but you can attach that confirmation paper with you health card photocopy and attach a explanation letter with it. I am pretty sure it will work.
