I think that you are misunderstanding the role of a "head hunter". They come looking for you, not the other way around.

Instead of being picky, why don't you just accept any jobs with accommodation provided?

Your best bet for housing would be to look on kijiji, www.kijiji.ca. It is quite difficult to get an accommodation without job and options become even more limited for lower budget. If area is not a restriction, you may focus search in Brampton or North york area. Rent may be slightly cheaper depending on your requirements.
