I have done my master's degree twice. One from India and one from USA. Would i get any additional points for second master's? Also, should i send both of my master's degree for WES evaluation? Would my USA master's help me more in express entry compared to my master's in India?

Depends on what you get in ECA.
Any one of these or both can be given master's equivalency by the assessing institute, which will give you the highest possible score for a master's degree holder. Doesn't matter the country.
