Asking this for a friend who is on an H4 EAD living in the USA. Does Canada allow an H4 EAD to work in Canada? Either in Canada or remote?

Your question isn't entirely clear. The H4 EAD itself certainly does not allow someone to work in Canada (either remotely or for a company in Canada). That person would need to have a status like Canadian citizenship or Canadian PR that allows them to live in Canada.
