Hello all,
My H1 stamp expired in Dec 2016 (old passport) but I was working in the US until Jan 2019 with I 797. I am a Canadian PR living in Canada now.
Because of the time elapsed from the last validity period, should I automatically assume I will be ineligible for dropbox when I apply for a H1 visa at a US post in Canada and plan accordingly?
Also, what is the current wait time for an interview at a US consulate anywhere in Canada?

You might be eligible as lot of relaxation nowadays to waive interview.
You can only find out after you start applying on website. The website workflow will direct you to interview or to send passport.
