My parents are on visitor visa in canada and few days ago she going sick.She got Heart failure and AKI. My sister is PR over here and my application is still in process. There is no one back home to take care of mom. If she went back she will not recover cause she is attached to us. Could we try file her for H&C? And will there be chances of approval?

You can certainly try the H&C path. The chances of approval are very difficult to guess and it's possible your mother's health condition may make the process more complicated. It sounds like she may be medically inadmissible so you most likely would need to request an exemption from that admissibility, as well as demonstrating why your parents should be granted PR through H&C rather you or your sister sponsoring them throug the regular PGP program.

Note that processing can take a while. Be prepared for a 2 year wait. They won't qualify for any provincial health care coverage until they have AIP. Expect to wait more than a year for AIP and be prepared to cover any medical care costs yourselves until then.

Where so you currently live if your application is still in process? Is treatment available in their home country? Is your father not able to care for your mother? Is she receiving dialysis? Do your sister and your parents have the extra funds to provide for your parents without gvt help? Did they have insurance or do they have an arrangement for payment of any hospital bills? How old are they? If denied they may have difficulty visiting in the future.

They mentioned that I will receive an invitation to attend for an interview soon. Is this normal process?

Based on what you posted you only got exempted from some sort of bar. What was the factor barring you from applying? You received an exemption from something. Do you know what it is. Something like excessive medical demands? Not declaring a child? Are you children older? Over 18? It says in the letter that whether you are approved for PR will be determined at an interview. This is very unusual.
