When I call September 23 agent said background still in process how long take background checks though
What does that mean
When we called a while ago, agent said that background checks will show in process until officer signs off final review. So it does not necessarily mean that background checks are still to be done. It may simply mean that the senior officer has not signed off final review yet. BTW my partner's phone status update still says "we are processing your background check", although he already has COPR, took back his passport from CBSA and happily arrived in his home country.
You have to apply in canada as soon as you withdraw. Cbsa may or may not deport you. If you have right now work permit as a refugee claimaint you can continue working, and renew the work permit with h&c.
My advice for you is to get a good lawyer for your refugee case, make sure you gather enough evidence for your hearing. Let H&C be your last option. You can still get a work permit, while you are waiting for your hearing. If you withdraw your refugee claim, your removal order will become effective. It's not easy to apply for any visa from outside Canada. So make good use of this opportunity.
officers processed files meaning one officer process for example 10 files, all application when you can see in GCMS notes there is so called section DUE DATE thats the day the officer will look the application again and or early than the date indicate, depends on the circumstances of the applicant.
They do get confused actually. We counted numerous factual errors in GCMS refusal notes back from 2020. They even added 8 years on top of my age There is a huge volume of cases per limited number of officers. I sincerely hope IRCC addresses this staffing issue because I feel sorry for burnt-out officers and for anxious applicants waiting years for Stage 1.

My mother in law received an approval letter on August 31 from Niagara office. It’s says to pay for PR fee and send them additional documents such as police certificate.
In Ecas it’s still in process.
Once your application passes final review, they will send you link to portal where you can upload your pictures. You will be able to download copr from the same link after you provide all the details, including passport pics.
Niagara usually sends email "your file has been sent for final review". But not everybody gets it. Call centre agents can see it too if your file is awaiting final review.
