My spouse (PR) filed her first 2018 tax return this spring and in June she's got her first 2018 Notice of Assessment. All is good, no Income for 2018, no amount to pay, Balance Nil, No benefits and credits payments are currently expected, etc.
In July she's got GST/HSTC notice actually stating that "We cannot calculate the amount you may be entitled to receive for all periods because we do not have all the necessary information. If you provide the information we ask for in the Explanation section, we will process it and let you know if you are entitled."
I've checked online calculator and with our family income ( my income for 2018 and her 0 income for 2018) we are not eligible for any GST/HSTC tax credit or child benefits ( actually child benefits are $2.71 a year, $0.21 a month).
So, my question whether this notice is a suggestion or an official request for additional information on which we have to reply?

Right, and not only her income prior to coming to Canada (which is 0 as well), but as married the income of her husband before and after landing/coming to Canada.
Since our family income is too high to be eligible for these credits/benefits we are going to ignore/pass that notice for now.
