Situation: My wife's sister recently moved from Philippines to the US, has a green card (says she is US citizen though I'm not sure that is conferred simply with a green card). Question: If sister in law wanted to move to Canada, would she be treated as a "normal" US citizen? And could she apply Inland for CDN PR? Do we know avg processing time for inland apps?

Your question is confusing. There is no special immigration stream for US citizens or US green card holders. They have to apply the same way everyone else does. So being a US citizen/US green card holder gives her no advantages.
Well if she wants to move here, chances are she has to do it through a skilled worker stream, at which point, they don't care what country you're from, just your work experience and English ability
Ok, guess I should clarify. As a US citizen / GC holder, she could for starters enter Canada (as a visitor) easier than entering as a Philippines passport holder, correct? And it's easier to do the PR application for a US person in Canada rather than for a Filipino? (Dont think Filipinos can even do an inland, can they?)

Again, no - it's not easier for a US citizen/green card holder to apply for PR. The process is the same for them as it is for anyone else.
Yes - it's earlier for someone from the US to enter as a visitor. However being in Canada as a visitor doesn't mean you can apply for PR. The criteria for applying is exactly the same as for someone outside of Canada.
