I got my CoPR under CEC, I just sent my photo for the PR card so I don’t have it yet but am I allowed to move to QC now? On my application, I’m not supposed to go live in QC as they have their own version of the CEC program. But I miss my family so I want to be with them in QC.
You'll be in trouble at some point if they discover that you used another province as a shortcut to avoid Quebec's procedure, which is more and more common. The theory and the practice here are somewhat contradictory. In theory, after getting COPR, you can move wherever you want. In practice, they can cause you trouble if they prove that while your CEC application was in progress, you were already preparing for a return to Quebec.
It's important that you can prove that before getting COPR you were not already planning a return back to Quebec. That's why I think "I miss my family" would be a weak argument. That's something you could have predicted already.
If I were you, I would wait for my PR card, update my SIN, get my new health card, and after that wait for a job offer from Quebec, and move then. At least you'll always be able to say that it wasn't premeditated (if you were not applying for a job in Quebec while your CEC was in progress).

How did you applied, while your family were in quebec?. did you alone moved out of Quebec leaving your family. I am in similar situation.
Can i move alone and update my address while leaving my accompanying spouse in Quebec?
