Got my AIP but certain query for 2nd stage approval.

I have obtained AIP two days back. However, I'm still confused about to defer the program or to start the online for Fall intake. I have already passed the medical exam, just need to provide biometrics and police verification stuff. So on what basis they can refuse my 2nd stage approval? Can they refuse my 2nd stage on the basis of my eligibility to study abroad or something? Or 2nd stage just depends on biometrics and police records?
