I was supposed to start my program in sept 2017. The college directed to scan and email the study permit before 15 july. But the visa got refused. I then applied again and got the visa. But the college defered me to January 2018. Can i go now in September?
 
That might be a bit early and although there is nothing in writing to say you cannot you should be prepared to show to CBSA that you can support yourself financially for those 4 months given you cannot work at all until your course starts.
