Have any of you experience this before?

When i submit the goods to follow form, the officer returned the form back to me and asking me to get a 3rd party (a jewelry shop) to verify the value of goods. Is that the normal practice?

The officer told me that i can submit the goods to follow form again during my next visit to Canada.
