The 3 years is AFTER you get PR but you can claim up to a year for the time you were a temporary resident or protected person BEFORE you got PR (you claim a half day for every full day up to one year). This means that, realistically, you could apply for citizenship with 2 years of getting PR.

Good news. Does this mean facilitating getting PR for the students (i.e. gaining more points in EE)? I mean, if I am student for 2 years and I don't have the PR yet (because of the low points in EE), then these years will be counted to apply for the PR ?

This is good news. But from what I know of the law, applicants STILL have to wait for 2 years to apply for citizenship after they become a Permanent Resident no matter how much time is credited towards their citizenship.

PR STILL have to wait at least 4 years since they became PR to be eligible to apply for citizenship. The proposal change may reduce waiting time to 3 years for eligible PRs.

Yes, that is for people who have migrated to Canada after receiving their PR who have no prior connection to Canada.
Credit will (probably) be given to applicants who stayed in Canada as a temporary resident (Student, Work Permit holder etc..) before becoming permanent residents, like me.
I landed in August 2012 and got my PR August 2015. If the credit rule comes into effect, I can apply for Citizenship atleast a year or so earlier.
