No Coolguy means for the people who applied after Feb 2008. For Pre Feb 2008 they have passed the law unfortunately.
 
Hi,

The news has two different flavours, The fifth last para says "The budget bill also will eliminate about 280,000 visa applications submitted under the Federal Skilled Worker Program before February 2008 by refunding their application fees to the tune of $130 million. The move effectively will reduce the skilled worker backlog to about 110,000."

So its too early to say whats going to happen.

yes thats exactly what it means our PRE FEB 2008 applicants will get returned >:( I'm a December 2007 applicant (Pretoria, South Africa). All the years of waiting and hoping are down the drain.

I also feel sorry for people who planned to apply now in July'12 as that is also been put on hold.

I'm sep-2004applicant and I got my CAIPS in Mar-2012, according to CAIPS my SELDEC is o and only they have given me 71 points..today I received an email from CHC london and in this email they required updated Scedule-A forms, prove of funds and police report in 30 days..................

Not necessarily all the pre-feb 2008 cases will be returned.

Those cases who are already in process will not be affected.

I have a question that needs clarifiation from you. Your profile shows that you received documents request in 08/07/2011 and now you got another document request. Then what were the documents you were asked to submit in 08/07/2011? Please reply.

Here's wishing what you said comes true. however, pls note that the "Status" explanation for pre- Feb 27, 2008 is different from FSW submitted to CIO-NS

Thanks for detailed explanation, But most of applicants have the online staus "In Process" and after clicking on the text it shows "We have started processing your file on XX XX date" this is also showing to whom wh have updated their dox in 2008 / 2009 being asked by CIC.

There are around 20k applicants from pre 2008 are completed their eligibility review and the same will be processed further.

Their status can be "In Process with processing date"
 
My friend has been on "IN PROCESS" since Jan. 2008, without document updates request....are you sure he not affected?
