Has your grandfather been in Canada for almost a year at this point? If this was an asylum case he should have applied right away? He seems to have spent a lot of time in Canada in the past 5 years does he have proof of having relocated within his country? You really need a few consultations with immigration lawyers to see what your options are. You must take into account that if refused visiting will no longer be possible. If a lawyer guarantees asylum or H&C get another opinion. Lawyers are also trying to secure your money so some promise everything.
