Global Talent stream work visa from Pakistan ..GCMS notes say review required .Any suggestions

Hello , My friend applied closed work permit from Pakistan .He Got global talent stream LMIA.
Its been 8 months his file got stuck and GCMS notes say eligibility: Review required with no notes.
In the past he applied student visa three times and got rejected but that was 7 years ago.
Any thoughts?

This seems weird. Can you share your timelines please? When did the application get submitted, when the biometrics got completed, when was the medical done and when the review started?

Have you raised a webform or called IRCC to inquire?

Medical was done at 23rd September ,File submitted in September 07 .Biometrics was done earlier as he has study permit refusal 7 years ago.
