So my Husband is Canadian and he wants to sponsor me (I live in the US) so we can live in Canada together and so I can be authorized to work in Canada. What steps do we need to take for sponsoring and work authorization?
He can sponsor you as his spouse. The Citizenship and Immigration Canada website will guide you on how to go about it and what steps to take. Look under the 'Sponsoring your Family' section.
It's a long process...I recommend getting started soon.
As for work authorization...I'm not sure about that, sorry.

how do I get work authorization?
Since my husband is applying for me outside of canada could I still visit him while the application is being processed?
I just started the process myself...so for time frame I'm not exactly sure. By the reading posts on this forum it looks around 6 months +. It depends on how soon you can obtain legible fingerprints, medical and everything else that is required on the application.
You shouldn't have any problems visiting your husband in Canada during the application process.

You have to wait until you're approved as a Permanent Resident to get your Social Insurance Number (SIN) and then be able to work in Canada.

Yes. But remember that towards the end of the application process the Canadian Embassy will be asking for your passport or even ask you for an interview.

Some people have reported problems visiting while waiting for their PR. It depends on how convinced the guy at the border is that you will go back home at the end of your visit.
