Getting Quebec Health Card without CSQ

Hi

I am a PR and I did my landing in Ontario and returned to the US. I have an offer from a company in Montreal and they want me to move there. I know as a PR I can move anywhere in Canada but I don't have a CSQ which is needed for health coverage in Quebec.

How do I go about obtaining health coverage without a CSQ? I don't have an Ontario health card because I never "settled" there.
