Getting Police Certificate Clearance from SF when place of issue is NY

My passport was issued at NY consulate. I am currently residing in Washington State which falls under SF jurisdiction. I read that if you want PCC, then visiting the consulate from where the Passport was issued gets it done on the same day. So the dilemma is can I go to the NY consulate although I fall under SF consulate's jurisdiction and get my PCC done on same day? or will I have to do it through SF COnsulate. In that case what kind of time frame am I looking at?
