Getting Passport back with Prepaid Envelope???

Can someone explain the procedure to get the passport back with prepaid envelope? It has been 2 days since Singapore received the prepaid envelope that I sent but no replies on when they will send the passport back. Does the local office call the courier company for pick up or do they drop off at the courier's office or courier company should call the local office for pickup?
In my case, courier company is trying to the local office for pick up but no luck so far. As I don't know the procedure, I cannot instruct or ask them what to do. I have emailed Singapore office but no replies yet. Any help would be greatly appreciated! Time is ticking!!

The visa office will contact the courier company when the passport is ready to be returned to you.
