We applied for Sponsorship of my wife Outland while being in Canada. She has already spent last 1.5 y in Canada as a worker (1 y) and the rest is a Visitor status (currently). Can we apply for a Open Working Permit in this situation? Thank you!

No. OWP is only available to inland applicants.
 
no. the OWP for spousal sponsorship is only for inland applicants. Outland applicants are not eligible for the OWP. her best bet was to try to extend the conditions of the work permit she came to canada on, if it was eligible for extension. some work permits are not extendable. at this point, she can not legally work unless a company is willing to apply for a LMIA to prove the need for a foreign worker.

If you apply for an extension on the stay as a visitor, you will have implied status until they decide.
