The employer has to advertise the position for 2 weeks and then they apply for a LMO from HRSDC and demonstrate that there are no Canadians/PRs available for the position. If approved, then you apply for a work permit. You can't start work until you have the work permit.
How easy the process is. Employer is genuinely interested in hiring and can do the setup. though it is almost impossible not to find some one with the same qualification in the entire process. Its a big employer and have investments close to billion in market
The process involves waiting and paperwork. As PMM explained, the job first has to be advertised to prove no Canadian could be found to fill the role. They must then apply for a Labour Market Opinion. Processing takes several months. If the LMO is approved (not all are), you can then apply for a work permit. If your work permit is approved (not all are), you can then start working.
